Preserve lines & spacing keeps line breaks and large horizontal gaps, which helps simple tables, forms, CVs and structured documents. Editable flowing paragraphs rebuilds prose into normal paragraphs and is usually better for letters and reports. If the PDF is a scan with no embedded text, OCR is used automatically.

Will complex tables look exactly the same?
Not always. Simple line-and-column layouts are preserved more closely in layout mode, but advanced tables and graphics may still need manual adjustment.
